False waiver

As info, per the FRA, the attached waiver was never approved by the FRA, it is a false document.  The FRA ordered the UP to cease handing the waiver out to employees and to stop operating under the false waiver provisions.  FRA does anticipate granting some relief in areas most affected by flooding but at this time no official relief has been granted.  FRA expects that to happen over the next couple of days after they thoroughly review UP’s latest request.  When the relief is finalized we will be notified and will send that info out as we receive it.  Until that time the UP must operate under all current regulations.   I was also told that there will be no relief for areas not affected by the flooding, which includes most operations in Illinois.  More information to follow as I receive it. If employees are ordered to violate HOS or any other regulation under the guise of this false FRA waiver please document and identify who ordered the violation and get the details to me, thanks. I am currently on the CBB GM of the nineteenth on duty at noon 05 dead on hours of service at midnight 05 and was notified 35 minutes after expiring on hours of service that u p mark spragg is ordering us due to the flooding in the general safety of the railroad to exceed hours of service and move the train from 130th Street to the South tower at yard center when they're ready for us.
