As expected, the Carrier served notice last month on Article VI – Automated Bid Scheduling and Article VII – Pools and Extra Boards. We’ve met twice already and have meetings scheduled every 2-3 weeks from now until May. The SMART GC’s made it abundantly clear we would not agree to the mandatory 11/4 system the BLET is currently implementing. Article V (Scheduled Days Off) gives the Organization the right to serve notice on voluntary assigned days off, not mandatory days off. Since stating our position against mandatory days off, there’s been a lot of discussion on our Article V proposal and other voluntary rest day options. In their Article VI and VII notice, the Carrier was seeking the following: Article VI: Simplified vacancy procedures, bid rules for new assignments, standardized standing bid process, modifications to the bump rule and an electronic notification process. Article VII: Create a process for self-supporting pools, formula for regulating pools using starts rather than miles, operate all pool freight on first-in/first-out basis (eliminate the blueprint) and combine extra boards at various locations. I’m setting up Committee conference calls for March 26 to discuss Articles V-VII, CSR policy, Region Meetings, and other various issues. Please monitor your emails for conference call details. Fraternally, Luke Edington General Chairman SMART TD GO-953

2024 publication, our members’ annual fringe benefits are valued at nearly $77,321, which brings the members’ total compensation package to nearly $245,921. In the case of a railroad member who earns $125,100 in compensation (Railroad Retirement Tier II tax limit) and qualifies for three weeks of vacation, their annual fringe benefits are valued at an estimated $71,000, for a total compensation package of close to $196,100. SMART-TD will continue our fight for exemplary wages and benefits that align with the essential work you do and the sacrifices you make. Together, we will continue to lead the way as the nation’s largest rail employee union, setting the standard for collective bargaining within our industry and beyond it. https://www.smart-union.org/2024-rail-fringe-benefit-sheet-released/(https://www.smart-union.org/2024-rail-fringe-benefit-sheet-released/)

These examples are illustrative of an experienced railroader with enough seniority to qualify for full vacation, with earnings that exceed the Railroad Retirement Tier II tax limit and meet the Railroad Retirement Tier I tax limit. This is done not to mislead, but to illustrate the maximum potential value of our fringe benefits. With the above in mind, in our 2023 publication, our members’ annual fringe benefits are valued at nearly $75,000, which brings the members’ total compensation package to nearly $235,000.(https://static.smart-union.org/worksite/PDFs/fringebensheets/Fringe_Benefits_January_2023.pdf)

U.S. Representatives Melanie Stansbury (D-N.M.) and Jamaal Bowman, Ed.D. (D-N.Y.) introduced the Rail Worker and Community Safety Act. This bill will make much needed improvements to federal rail safety regulations, including mandates for a two-person crew, changes to ways hazardous materials can be transported, increases funding for rail safety inspectors, and codifies mandatory sick leave for all rail workers. http://stansbury.house.gov/media/press-releases/reps-stansbury-and-bowman-introduces-rail-worker-and-community-safety-act(http://stansbury.house.gov/media/press-releases/reps-stansbury-and-bowman-introduces-rail-worker-and-community-safety-act)
