Is a run around valid if the crew that ran around you was called from another terminal?
is this a safety hotline concern? How are we to know when we should be rested for jobs on the line up if they don’t intend to call us for them?

If you were rested and available for call for a train or assignment that is protected from your board, then it is a runaround. The employee from the other board should also be submitting a "Called In Lieu of XB" claim as well.
