Non equipped atc engine
Had train motchx-05 up7225 leave Otis iowa die at brophy and dog catch crew bring it to clinton . When I got on it the engine had no atc equipment no cab signal box no departure test card no wires zero
How did this make it across system with no departure test or atc equipment and how do we go about handling this
